Recently, the official website of Shenzhen Transportation Bureau released the "Shenzhen Key Logistics Enterprise Identification Management Measures (Draft for Comments)" (hereinafter referred to as the "Measures") to the public. The Measures consist of five chapters and twenty articles, including five parts: General Provisions, Recognition Standards, Recognition Procedures, Supervision and Management, and Supplementary Provisions.
In order to better support the development of logistics enterprises in Shenzhen and expand the scope of benefits to enterprises, the newly revised "Measures" categorize key logistics enterprises in the city into six categories: multimodal transportation and freight forwarding logistics enterprises, professional transportation logistics enterprises, loading and unloading and warehousing logistics enterprises, postal express logistics enterprises, logistics equipment and technology service enterprises, and comprehensive logistics enterprises, in order to better reflect the overall situation of Shenzhen's logistics industry and promote the diversification and comprehensive development of Shenzhen's logistics industry.
In terms of identification standards, the Measures specify that key logistics enterprises must meet several common requirements, including having independent legal personality and engaging in actual business activities within Shenzhen (including the Shenzhen Shantou Special Cooperation Zone, the same below), and having more than three years of logistics operation time; Has not been included in the blacklist of dishonest joint punishment and the list of dishonest executed persons before the end of the declaration, recognition, and result disclosure period. This reflects the importance placed on the stability, compliance, credibility, and safety production management capabilities of enterprises.
At the same time, the Measures also set different recognition standards for six different types of logistics to better adapt to the development needs and characteristics of different enterprises, thereby further improving the incentive and effectiveness of policies. Taking "postal and express logistics enterprises" as an example, their special conditions include total assets of 100 million yuan or more; Within the first two years from the date of application, if the annual operating income exceeds 100 million yuan, or exceeds 80 million yuan and the annual growth rate is not less than 10%; The total amount of value-added tax and corporate income tax paid in our city each year within the first two years from the date of application shall not be less than 5 million yuan.
It is worth noting that the Measures have further improved the supervision and management of key logistics enterprises in the city. Add regulations stating that the municipal transportation department should carry out monitoring of enterprise operation, and key logistics enterprises should cooperate and provide relevant data and information. It is clearly stated that "within the validity period, if a key logistics enterprise undergoes bankruptcy liquidation, is included in the blacklist of dishonest joint punishment or the list of dishonest executors, has significant business risks, and refuses to cooperate with the monitoring of operation, its qualification as a key logistics enterprise shall be cancelled once verified."
The Shenzhen Transportation Bureau stated in the preparation instructions of the Measures that logistics is the "backbone" of the real economy, connecting production and consumption, domestic and foreign trade. Currently, Shenzhen is accelerating the construction of a logistics center with significant global influence, and has been approved to build a national logistics hub city that integrates port type, airport type, commercial service type, and production service type. However, compared with the development goals of global logistics centers, Shenzhen still faces problems such as a small scale of logistics enterprises, weak competitiveness, and the need to improve the quality of logistics services.
Since the implementation of the identification work for key logistics enterprises, more than 100 enterprises in the city have been identified as key logistics enterprises and received corresponding funding. However, statistics have found that in recent years, the number of applying companies has been relatively stable, with fewer new companies added, which to some extent reflects the need to strengthen the incentive effect of the original method.
In order to meet the new requirements of industry development, it is urgent to revise the existing management methods for identifying key logistics enterprises. By identifying a group of key logistics enterprises, leveraging their exemplary and leading role in the logistics industry, promoting the agglomeration, development, transformation and upgrading of the logistics industry, and enhancing the overall competitiveness and service level of Shenzhen's logistics industry.
The reporter learned that in 2023, the added value of Shenzhen's logistics industry was 352.235 billion yuan, a year-on-year increase of 6%, accounting for 10.18% of GDP, and playing an important role in supporting and driving social and economic development. In the future, Shenzhen will make efforts in five aspects, including strengthening the innovation drive of the logistics industry, promoting cost reduction and efficiency improvement, and continuously promoting the development of the logistics industry. We will strive to achieve a value-added of over 400 billion yuan in the city's logistics industry by 2025, with a high standard warehouse of 3 million square meters and more than 30 billion level logistics supply chain enterprises in the city.
